100 Populatic Street Legal Notice Town of Franklin Conservation Commission Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, November 2, 2023 at 7:10 PM for a Notice of Intent filed by Chris Frattaroli of Goddard Consulting LLC, Northborough, MA on behalf of Richard and Alicia Karas, Franklin, MA. Proposed work includes landscaping and hardscaping, invasive species management, and the construction of a retaining wall. Approximately 11,658 square feet (sf) of work is proposed within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW), of which approximately 3,084 sf is proposed within the 25-foot “No Disturbance” Zone, 5,157 sf proposed within the 25- to 50-foot Buffer Zone, and 3,417 sf within the 50- to 100-foot Buffer Zone. Approximately 115 sf of the work is also proposed within Bordering Land Subject to Flooding (BLSF). The Project is located at 100 Populatic Street, Map 216 Lot 22, in the Rural Residential I Zone. The hearing will provide an open forum for the discussion.
