(Wetlands Protection Act), the Franklin Conservation
Commission will hold a Hybrid Public Hearing on Thursday, March 6,
2025 at 7:16 PM on a Notice of Intent filed by Richard Goodreau of
United Consultants, Inc., Wrentham, MA on behalf of Joseph
Newell, Franklin,
MA, for the construction of an addition to an existing single-family
home. Approximately 2,800 square feet (sf) of the proposed work is
within the 100-foot Buffer Zone to Bordering Vegetated Wetlands
(BVW), of which approximately 103 sf of work is within the 25- to
50-foot Buffer Zone to BVW, and approximately 2,697 sf is within the
50- to 100-foot Buffer Zone to BVW. The Project is located at
55 Milliken Avenue, Map 279, Lot 204, within the Single Family IV
Zone. The hearing will provide an open forum for the
discussion. This meeting will be done remotely via the “ZOOM”
platform and “In-person” in the Council Chambers of the Municipal
Building, 355 East Central Street. Residents can visit the Town

TRACK & FIELD COMPLEX, MEDWAY LEGAL
NOTICE ADVERTISEMENT FOR BID The Town of Medway,
hereinafter called the Owner and Awarding Authority, invites sealed
bids from Contractors for the Medway High
School Hanlon Track & Field Complex, located in Medway,
MA, in accordance with the contract documents. The project includes
the replacement of the synthetic turf at the existing stadium field,
a reconstructed track and associated improvements. Sealed bids
for the General Contract shall be filed with the Awarding Authority
by March 19, 2025 at 10:00 a.m., local time, at the office of the
Director of Public Works, at Medway Middle
School, at 45 Holliston St., Door 9, Medway,
MA 02053, at this time bids will be publicly opened and read aloud.
The clock in the office of the Town shall be considered official
time. No late bids shall be accepted. No faxed or emailed bids shall
be accepted. Bid Forms and Contract Documents will be
available from Westongraphics at www.westongraphics.com/bids after
2:00 p.m. on February 26, 2025. Note: Bidders must register with
Westongraphics in order to receive notification of addenda. The
Awarding Authority will not be responsible for notifying bidders that
are not registered. There is a plan deposit of $50.00 per set payable
to Westongraphics for hardcopy sets of the documents. Partial sets
are not available. Deposits may be paid by credit card, certified or
cashier's check. This deposit will be refunded for up to two sets for
general bidders upon return of the sets in good condition within
thirty days of the bid opening. Otherwise plan deposit shall become
the property of the Awarding Authority. Additional sets may be
purchased for $50.00. Bidders requesting Contract Documents to be
mailed shall include a separate check for $40.00 per set for UPS
Ground (or $65.00 per set for UPS overnight), payable to
Westongraphics, to cover mail handling costs. A Pre-Bid
Meeting will be held at the project site on March 6, 2025 at 10:00
a.m. All those attending the Pre-Bid Meeting are instructed to meet
at the Hanlon Track & Field Complex at Medway High
School for a brief meeting before the site walk. Interested bidders
are not permitted to access the site before the meeting. Each
bid shall be accompanied by a bid guaranty in the form of a bid bond,
issued by a responsible surety company licensed to do business in
Massachusetts, or a certified check, or a treasurer's or cashier's
check issued by a responsible bank or trust company and made payable
to the Owner, in the amount of 5% of the bid price. A
performance bond in an amount equal to 100% of the total amount of
the contract price with a surety company qualified to do business in
the Commonwealth of Massachusetts, will be required for the faithful
performance of the contract, as well as a payment bond in an amount
equal to 100% of the total contract price. All bids for this
project are subject to applicable public bidding laws of
Massachusetts, including G.L. c.30, § 39M, as amended.
Attention is directed to the minimum wage rates as determined by the
Commissioner of Labor and Workforce Development and the weekly
payroll record submittal requirements under the provisions of
Massachusetts General Laws, Chapter 149, Section 26 through 27D
inclusive.

School Budget LEGAL NOTICE The Medway School
Committee will hold a Public Hearing on its FY26 School Department
Proposed Budget on Thursday, March 13, 2025 at 6:00 p.m., in the
Presentation Room, Medway Middle

PROPOSED
ZONING BYLAW AMENDMENTS LEGAL NOTICE NOTICE OF PUBLIC HEARING
Proposed Amendments to Medway Zoning
Bylaw Tuesday, March 11, 2025 Pursuant to G.L. c. 40A, §5,
the Medway Planning
and Economic Development Board (PEDB) will conduct a public hearing
on Tuesday, March 11, 2025, at 7:05 p.m. at Sanford Hall, located
in Medway Town
Hall at 155 Village Street, Medway,
to receive comments on proposed amendments to the Medway Zoning
Bylaw. As a courtesy, access via Zoom will also be provided.
The proposed amendments have been prepared for inclusion on the
warrant for consideration at the May 12, 2025, annual town meeting.
The subject matter of the proposed amendments is summarized below.
The specific article identifiers will be revised as the Select Board
finalizes the warrant and assigns warrant article numbers.
ARTICLE B – Flood Plain Bylaw – To make various amendments to
Section 5.6.1 of the zoning bylaw to comply with federal flood
insurance requirements, including: insert date of updated Flood
Insurance Rate Map; amend Section 5.6.1.G.4 to insert correct flood
zone references; eliminate special permit requirements; and make
other minor changes. ARTICLE C – Housekeeping Amendments –
To amend Section 3.2.B of the zoning bylaw to appoint the Zoning
Board of Appeals to hear appeals under G.L. c. 41, §81Y and 81Z;
amend Section 5.5.B to reflect legislative changes to G.L. c. 40A, §6
providing a three-year time period to commence construction or use of
special permits and site plan approvals; and correct a scrivener's
error. A draft of the proposed amendments is on file at the
offices of the Town Clerk and the Community and Economic Development
Department at Medway Town
Hall, 155 Village Street, and may be reviewed during regular business
