OF FRANKLIN
In
accordance with MGL c. 30B, it is the intention of the Town
of Franklin to
retain the services of a contractor to haul catch basin debris from
the Town of Franklin stockyard
and dispose of this debris in compliance with Mass DEP rules and
regulations. Project: The work shall include removing all
deposited material from the stockpile at the Town of Franklin DPW
yard adjacent to 257 Fisher Street, Franklin,
MA. The successful bidder is expected to dispose of catch basin
material as directed by the Environmental Affairs Superintendent or
his designee. The material shall be handled in accordance with
Massachusetts Catch Basin Material hauling and disposal regulations.
Bidders are encouraged to contact the Mass DEP for rules and
regulations regarding catch basin cleanings that may affect the bid
dollar amounts and the proper disposal of these materials.
This bid opportunity is for the furnishing of all equipment, labor
and materials necessary to haul and dispose of the stockpiled
material at a licensed disposal site or other permitted processing
facility. The Town will supply the machines and labor to load the
disposal vehicles. Work is to begin upon notice to proceed and be
completed by June 30, 2025. There is a two year Town Option to renew,
subject to annual appropriation of funds. Work under this Contract
shall be paid for at the contract unit bid prices, which shall
constitute full compensation for all material, labor, equipment,

NOTICE Town of Franklin Conservation
Commission Pursuant to Massachusetts General Laws Ch. 131,
s.40 (Wetlands Protection Act), the Franklin Conservation
Commission will hold a Hybrid Public Hearing on Thursday, May 1, 2025
at 7:07 PM on a Notice of Intent filed by Chris Frattaroli of Goddard
Consulting, Northborough, MA on behalf of A.J. Alevizos of TAG
Central, LLC, Jupiter, FL, for the construction of a 40B multifamily
development with associated parking, stormwater management, wetland
replication and habitat enhancement/invasive species management.
Approximately 250,245 square feet (sf) of the proposed work is within
the 200-foot Riverfront Area; Approximately 385 sf of work is also
within Bordering Land Subject to Flooring (BLSF); Approximately 7,145
sf work is also proposed within Isolated Vegetated Wetlands (IVW).
Additionally, approximately 166,000 sf of work also proposed within
the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW),
including work proposed within the 0- to 25-foot “No Disturbance”
Zone and also the 25- to 50-foot Buffer Zone to BVW. The
Project is located at 444 East Central Street, Map 284, Lot 66,
within the Commercial II Zone. The hearing will provide an
open forum for the discussion. This meeting will be done remotely via
the “ZOOM” platform and “In-person” in the Council Chambers
