ELECTRIC VEHICLE CHARGING STATION REVOLVING FUND LEGAL NOTICE TOWN OF FRANKLIN BY LAW AMENDMENT 25-936 AMENDMENT TO DEPARTMENTAL REVOLVING FUND A BYLAW TO AMEND THE CODE OF THE TOWN OF FRANKLIN AT CHAPTER 73, DEPARTMENTAL REVOLVING FUNDS, BY ADDING A NEW AUTHORIZED REVOLVING FUND: ELECTRIC VEHICLE CHARGING STATION REVOLVING FUND BE IT ENACTED BY THE FRANKLIN TOWN COUNCIL the Chapter that Chapter 73 of the Code of the Town of Franklin is amended at Section 73-5 Authorized Revolving Funds, to add a new Subsection G, Electric Vehicle Charging Station Revolving Fund, by adding the following language as set out below: G. Charging Station Revolving Fund. (1) Fund name. There shall be a separate revolving fund called the "Electric Vehicle Charging Station Revolving Fund" for the use of the Public Facilities Department. (2) Revenues. The Comptroller shall establish the Electric Vehicle Charging Station Revolving Fund as a separate account and credit to the fund all revenues generated from the imposition of fees for the use of Town and School charging stations to defray the costs of utilities, maintenance and other associated expenses of said charging stations. (3) Purposes and expenditures. During each fiscal year the Public Facilities Director may incur liabilities against and spend monies from the Electric Vehicle Charging Station Revolving Fund for costs related to the charging stations. (4) Fiscal years. The Electric Vehicle Charging Station Revolving Fund shall operate for fiscal years that begin on or after July 1, 2025. This By-Law amendment shall become effective according to the provisions of the Franklin Home Rule Charter. Voted 7/23/2025. Passed: Yes 8, No 0. 6 Thayer Road LEGAL NOTICE MEDWAY CONSERVATION COMMISSION Notice of Public Hearing Pursuant to Mass General Laws, Chapter 131, Section 40, Massachusetts Wetlands Protection Act, and the Medway General Bylaws, Article 21 (wetlands) the Medway Conservation Commission will hold a Public Hearing on July 31, 2025, at 7:00PM to consider a Request for Determination of Applicability. The hearing will be held pursuant to Chapter 131, Section 40, of the General Laws as amended (The Wetlands Protection Act) and the Medway General Bylaw Article 21, regarding a filing by Walter and Pamela Bushmich for the property of 6 Thayer Road. The applicant proposes to install a replacement septic system within the 25' - 100' Buffer Zone to Bordering Vegetated Wetlands, as shown on Assessor's Map 12 Lot 026. Notice of the Conservation Commission public meeting is posted in Town Hall not less than 48 hours in advance as required by the MA Open Meeting Law (M.G.L. c. 30A, § 18-25). Pursuant to the provisions of Chapter 2 of Acts of 2023, an act which extends certain COVID-19 measures adopted during the State of Emergency, and under which public bodies retain the option of holding open meetings and hearings remotely until June 30, 2027, and in accordance with the Medway Select Board's remote participation policy as amended at its July 2, 2021, meeting, the Conservation Commission members will be participating remotely.
