BIDS/WELL 7/7A PFAS TREATMENT FACILITY LEGAL NOTICE 001116 - INVITATION TO BID TOWN OF FRANKLIN, MASSACHUSETTS WELL 7/7A PFAS TREATMENT FACILITY PROJECT NO. DWSRF - 12544 The Town of Franklin, Massachusetts requests bids for construction of the Well 7/7A PFAS Treatment Facility project. Sealed Bids for the General Contract for construction of the Well 7/7A PFAS Treatment Facility will be received by the Chief Procurement Officer, Municipal Building, Room 206, 355 East Central Street, Franklin, Massachusetts until 10:00AM, Wednesday May, 8, 2024 and at that time and place bids will be publicly opened and read aloud. Sealed Bids for the filed Sub Contracts designated herein will be received at the office of the Chief Procurement Officer, Municipal Building, Room 206, 355 East Central Street, Franklin, Massachusetts until 10:00 AM, Wednesday April 10, 2024 and at that time and place bids will be publicly opened and read aloud. The project includes furnishing all labor, equipment, materials, and incidentals required to construct a new PFAS treatment facility capable of treating up to 0.38 million gallons per day when all treatment vessels are operated in series. The facility is an addition to the existing Well 7/7A pump building and includes concrete work, four granular activated carbon (GAC) vessels, building construction, and associated HVAC, plumbing, electrical, PLC replacement and instrumentation and control (SCADA) work, generator retrofit and sewer extension. The Contract Time shall be 480 Calendar Days commencing 30 days following the Effective Date of the Agreement. In accordance with M.G.L. Chapter 149, Section 44D, General Bids will be valid only when accompanied by (1) a current certificate of eligibility issued by the Division of Capital Asset Management and Maintenance, showing that the General Bidder has the classification of Sewage and Water Treatment Plants and a capacity to perform this work and (2) an update statement summarizing the General Bidder's record for the period between the latest Division of Capital Assets Management and Maintenance certification and the date the bid is submitted. Any General Bid submitted without the appropriate certificate and update statement is invalid and must be rejected. The estimated project cost is $4,800,000.00. In accordance with M.G.L. Chapter 149, Section 44F, Filed Sub-Bids will be valid only when accompanied by a current certificate of eligibility issued by the Division of Capital Asset Management and Maintenance, showing that the Sub-Bidders have been certified in their particular Sub-bid category to participate on public construction projects and to perform the work required. The Sub-bid shall also be accompanied by a Sub-bidder Update Statement in a form as developed by DCAM. Any Sub-bid submitted without the appropriate certificate and update statement is invalid and must be rejected. Contract Documents are available for examination online at www.franklinma.gov/bids after 10:00 AM on or after Wednesday March 6, 2024. All general contractors and filed sub-contractors bidding on the Project are strongly encouraged to attend the pre bid conference and site walk to be held on Tuesday, March 19, 2024 at 10:00 a.m. local time at the Town Municipal Building, 355 East Central Street Franklin, MA, 02038, to discuss the requirements of the Contract Documents. Following the pre-bid conference, Bidders will be invited to follow a representative from the Town to the Project Site. Each General Bid and Sub Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by Bid Securities in the amount of five percent of the bid. The following are the filed Sub Bids required for this work: 1. Roofing and Flashing 2. Heating, Ventilating and Air-Conditioning (HVAC) 3. Electrical work 4. Masonry work 5. Plumbing 6. Painting Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids and Sub Bids are included in the Instructions to Bidders. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 149, Section 44A - 44J. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. The work under this Contract is funded in part by the Massachusetts Clean Water Trust (the "Trust"). Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.20 percent D/MBE participation and 4.50 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO DEP 190C & EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). This Project requires compliance with the Department of Environmental Protection's (DEP) Diesel Retrofit Program by use of after-engine emission controls that are EPA certified, or their equivalent, on all of the off-road (non-registered) diesel vehicles/equipment, and vehicles greater than 50 brake horsepower, which will be used in the performance of the work. IFB/School Milk LEGAL NOTICE Invitation for Bids (IFB) TOWN OF FRANKLIN In accordance with MGL c.30B, it is the intention of the Town to enter a contract for the 2024-2025 school year, with two (2) one-year Town options to renew, with a supplier and distributor of milk products for the Franklin Public Schools. Project: The Town of Franklin, acting through the Franklin Public Schools, the awarding authority, is seeking sealed bids to provide the public schools with milk products for the 2024-2025 school year. The successful bidder will provide high quality fresh milk products and provide domestic products under the Buy American Provision to the maximum extent practicable. The bidder must have a Hazard Analysis Critical Control Point Program (HACCP) for all areas including but not limited to: purchasing, receiving, holding, storage, transportation and delivery. The successful bidder must be a facility which is third party inspected and certified and be able to provide references for contracts they have fulfilled of a similar size and scope. The Contractor must complete a CORI application form for each employee who will come onto school property during the life of the contract. The Franklin Public Schools reserves the right to prohibit anyone who is determined to have a criminal record from entering school property and, in doing so, to disallow them from providing service under this contract.
