Franklin Town Council to Start Early, Handle Long List ot TBDs

The Franklin Town Council is scheduled to meet an hour earlier than normal – at 6pm – to tackle a long agenda.

Among the first items to be dealt with is a list of dozens of committee, commission, and board members being appointed or reappointed. Among them is one that flashed into controversy last year when the individual was accused of verbally assaulting a Franklin resident at a political debate in Medway, allegedly telling the victim she “had no right to live.” And while that kerfuffle was apparently brushed aside by the administration and the committee in question, it is notable that instead of being reappointed for a full three-year term, the individual is only being appointed for another year.

There are several licensing matters – relocations, and ownership changes and the like – and then a presentation on yet another “Friendly” 40B project.

According to the agenda, the administration is asking the Town Council to consider a Local Initiative Program (LIP) application for a proposed Friendly 40B development at 202 Washington Street.

Project proponent, New Generation Custom Homes, will be giving a presentation to the Town Council. The project includes:

● 13 tri-plex units with 3 bedrooms per unit for ownership. Total unit count will be 39 units of for sale housing.

● 25% of the units will be affordable.

● Over 14 acres of land, with approximately 40% remaining undeveloped for recreational use.

New Generation Custom Homes previously presented to the Planning Board at their March 4th meeting, and after receiving recommendations from the Board, presented again at their April 7th meeting to address the recommendations. The Planning Board voted unanimously (5-0) to endorse the project.

The Council will also then consider approving a Friendly 40B policy, which will set the precedent that any current or future changes to the policy will require Town Council approval. Or it may opt to go in a different direction entirely, but a lively discussion is likely.
