In Massachusetts, a Marijuana Research Establishment is a type of marijuana business licensed by the Cannabis Control Commission (CCC). These facilities are specifically authorized to cultivate, purchase, or acquire marijuana for the purpose of conducting research on marijuana and marijuana products. A license can be obtained by an academic institution, a nonprofit corporation, or any domestic corporation or entity authorized to do business in the Commonwealth of Massachusetts. This includes existing licensees like a Marijuana Establishment or Medical Marijuana Treatment Center that is commonly owned and physically separated from the research operation.
The primary function of a Marijuana Research Establishement is to conduct research on cannabis. This includes cultivating marijuana, or acquiring it from other licensed establishments, to use for a specific research project. Research involving human subjects must be authorized by an Institutional Review Board.
A Marijuana Research Facility is not permitted to sell or transfer any marijuana it has cultivated or acquired for a research project to consumers or other marijuana businesses, except for testing purposes. A license from the Massachusetts CCC is required to operate a Marijuana Research Facility. In addition, a specific Research Permit must be obtained for each individual research study, detailing the project and its duration.
The establishment of this license type in 2018 was intended to promote Massachusetts' leadership in cannabis research, building on the state's reputation for higher education and biotech.
Massachusetts is one of only a few states with legalized cannabis that offers dedicated research licenses
