Norfolk Sheriff Swears in Officers

Norfolk County Sheriff Patrick McDermott has announced the graduation of sixteen new correctional officers, while formally recognizing and celebrating several promotions in the Jail Operations leadership team at the Norfolk County Sheriff’s Office.

The formal appointment and pinning of Francis Reynolds as the Superintendent of Jail Operations at the Norfolk County Sheriff’s Correctional Center took place on Thursday, May 7th during the graduation ceremony for Correctional Officer Academy Class NSO 26-01. Reynolds previously served as Assistant Superintendent and is also a former NSO Academy Commander, Sherriff’s Response Team leader, deputy commander of Metro-LEC SWAT, and he was among the first responders to the 2013 Boston Marathon bombings.

“Superintendent Reynolds began his career with the Norfolk County Sheriff’s Office more than two decades ago and he has risen through the ranks because of his strong character, his incredible understanding of this profession, and his leadership,” said Sheriff McDermott. “Supt. Reynolds is charting a new era for our Jail Operations by building a team of strong, thoughtful, veteran correctional professionals.”

Two new members of the Jail Operations leadership team were also formally recognized.

New Assistant Deputy Superintendent Jack Kilrain has been with the Norfolk County Sheriff’s Office (NCSO) for more than three decades and marked the 36th anniversary of his swearing in as an officer during ceremony. ADS Kilrain has multiple letters of commendation. He previously served as captain, is a former Metro-LEC officer of the Year, has worked with several K9s, and is the recipient of a Metro-LEC Lifesaver Award.

New Assistant Deputy Superintendent Todd DeBoer began his leadership career journey with the Norfolk County Sheriff’s Office, more than two decades ago. ADS DeBoer has served previously as a Captain in the Training Department, Facility Shift Commander, disciplinary officer, the Metro-LEC tactical drone team, and he is a certified instructor in CPR, First Responder Medical, and Mental Health First Aid.

“ADS Kilrain and ADS DeBoer are now part of a Jail Operations leadership team that’s been reshaping the focus, commitment to excellence, and success of our corrections facility,“ said Sheriff McDermott. “We will continue to refine and strengthen our team to ensure we meet the demands of this profession, now and in the future.”

The strong additions to office’s Jail Operations team took place before the swearing in of sixteen men and women as correctional officers following several months of intensive classroom and field training in the NCSO’s academy. The officers were pinned with their badges by families and friends during a ceremony at the American Legion Hall in Dedham.

“Our new officers are embarking on a challenging, but noble profession, focused on the public safety of the twenty-eight communities we serve,” said Sheriff McDermott. “The past months of classroom, field work, physical training, and on-the-job shadowing have prepared them for the unique situations they will face as correctional officers.”

The theme of this correctional officer training academy was “Forged as One.”

Sheriff McDermott also expressed thanks to his academy training staff, which is led by its Commander, Lt. John Nee and Assistant Commander, Sgt. Ryan Howell.

The Norfolk County Sheriff’s Office next recruit academy is scheduled for September 2026.

Testing for the academy is happening in May and June.
