Senator Tarr Sees Crisis of Understaffed Police Agencies

Police departments in Massachusetts and throughout the nation are experiencing unprecedented challenges in hiring and retaining police officers according to police departments and attested to by policy research groups and government statistics. A proposal recently added to the Senate’s budget by Senator Bruce Tarr will create a special commission charged with taking stock of the workforce challenges experienced by municipalities and jurisdictions in and across the Commonwealth.

“The alarm has been sounded, there is an inability of police departments to recruit and retain police officers, it’s deeply concerning because having diverse, well-trained, and effective police professionals is a necessity,” said Senate Minority Leader Bruce Tarr (R- Gloucester). “We need to study the issue, understand it better, and focus on making sure we have police departments that are sufficiently staffed with qualified and diverse officers - this commission will advance these goals.”

Tarr secured a unanimous vote of Senate members for his proposal, Police Officer Recruitment and Retention Study, which draws, for the first time in a commission of this type, an array of experts appointed by the Governor, the Minority Leaders from the House, and Senate, the Attorney General, from law enforcement departments, civil rights and criminal justice organizations, social scientists, and government officials including several Massachusetts police organizations.

The Tarr commission will be led by the Chairs of the Joint Committee on Public Safety and Homeland Security and supported by the Joint Committee on Racial Equity, Civil Rights, and Inclusion. The Commission also will include the State’s Secretary of Public Safety and Security; the Secretary of Labor and Workforce Development, as well as the Director of the Municipal Police Training Committee. The Commission will produce a written report and make its recommendations by April 2024.
