LEGAL NOTICE Town of Franklin Conservation Commission Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Act) Franklin Conservation Commission will hold a Remote Public Hearing on Thursday, July 21, 2022 at 7:01 PM on an Amendment to an Order of Conditions issued to The Town of Franklin Department of Public Works, 257 Fisher Street, Franklin, MA in 2021 to remove synthetic turf track, resize a concrete lacrosse practice wall and add synthetic turf surrounding to it, and install minor irrigation piping under the practice field within 200-foot Riverfront Area. The project is located at 380 Beaver Street, Map 288, Lot 002. The hearing will provide an open forum for the discussion. This meeting will be done remotely via the “ZOOM” platform and “In-person” in the Council Chambers of the Municipal Building, 355 East Central Street. Residents can visit the Town Website (Franklinma.gov) and click on the Town Calendar for up to date information on how to access the meeting. All records and files for this project can be viewed at the Conservation Office located on the first floor of the Franklin Municipal Building. Any person or organization so wishing will be afforded an opportunity to be heard. The hearing location is accessible to persons with physical disabilities. LEGAL NOTICE FRANKLIN PLANNING BOARD PUBLIC HEARING NOTICE In accordance with the Town of Franklin Zoning By-Laws, the Franklin Planning Board will hold a public hearing at the Town Hall (and can also be attended remotely) on Monday, July 11, 2022 at 7:05 PM in the Town Council Chambers of the Franklin Municipal Building, 355 East Central Street, for a Scenic Road application for the tearing down or destruction of stone walls at 58 Daniels Street, prepared by Christopher Palladini, Franklin MA. The proposed road improvements will include the removal of 30 feet of a buried stone wall to provide access for a driveway for a new construction home. LEGAL NOTICE PUBLIC HEARINGS: VEGETATION MANAGEMENT PLAN Pursuant to the Rights-of-Way Management Regulations (333 CMR 11.00) in order to apply pesticides to control vegetation to maintain Rights-of Ways, the Department of Agricultural Resources must approve a Vegetation Management Plan (VMP) and a Yearly Operational Plan (YOP). The VMP is intended to justify the need to control vegetation, identify target vegetation, describe the intended methods of control, describe methods for identifying sensitive areas, describe operational guidelines for applicators, outline a program of Integrated Pest Management (IPM) designed to reduce the use of herbicides, and describe alternative land use activities. The following community is advised that the Town of Franklin proposes to utilize herbicides to treat their Rights-of-Way. PUBLIC HEARINGS SCHEDULED: In accordance with 333 CMR 11.05 the Department of Agricultural Resources will conduct a regional hearing to receive public comment on the proposed Vegetation Management Plan for the Town of Franklin, as prepared and submitted by: Ms. Stephanie Hanson, Project Manager and Principal Scientist, Comprehensive Environmental Inc.
