BID/ BOILER REPLACEMENT LEGAL NOTICE Invitation for Bids (IFB) TOWN OF FRANKLIN In accordance with MGL c. 149, it is the intention of the Town of Franklin to retain the services of a construction firm for replacement of the boilers at the Franklin Municipal Building in the Town of Franklin. RFP/ SCHOOL REDISTRICTING PLAN LEGAL NOTICE Request for Proposals (RFP) TOWN OF FRANKLIN In accordance with MGL c.30B, section 6, it is the intention of the Town to retain the services of a Consultant to complete school redistricting study. Project: The Town of Franklin, acting through the Franklin Public Schools, the awarding authority, is seeking sealed proposals to provide the public schools with a school redistricting study. Using recent demographics study and enrollment trends, the consultant will propose attendance boundaries for the School Committee to review and potentially take action on. The successful consultant will have a minimum of three to five years' experience providing consulting services and must provide references from clients in public school systems where they have provided consultant services related to school redistricting plans within the past three years. LEGAL NOTICE FRANKLIN, MA The Franklin Town Council will hold a second reading on the adoption of 2 Town Code Bylaw Amendments as follows: Bylaw Amendment 22-881 Chapter 7 Affordable Housing Trust Fund, §7-5 Organization: Delete existing paragraph and insert the following paragraph in its place: §7-5 ORGANIZATION The Trustees shall annually elect one Trustee to serve as Chairperson, one Trustee to serve as Vice Chair, and one Trustee to serve as Clerk; the Town Administrator shall not be eligible to serve in any of these positions. The Chairperson shall preside at meetings, and shall be responsible for calling all meetings except as provided in paragraph 7-7, and for timely preparation and posting of meeting agendas and otherwise complying with the notice requirements of the Open Meeting Law, GL Chapter 30A §§ 18 through 25. The Vice Chair shall preside at meetings and perform the other duties of the Chairperson in the absence or recusal of the Chairperson. The Clerk shall have the responsibility to ensure that accurate and timely meeting minutes are prepared. The Chairperson may establish subcommittees and/or ad hoc task related committees to carry out the purposes of the Trust Fund. Chairpersons of the subcommittees may be selected by the members of the subcommittees. Chapter 7 Affordable Housing Trust Fund, §7-7 Meetings, Quorum: Delete “MGL c. 39 §23, the Open Meeting Law” and replace with “the Open Meeting Law, GL Chapter 30A §§ 18 through 25.” Bylaw Amendment 22-882 Chapter 4, Administration of Government Article IV Prosecution and Amendment of Bylaws, §4-13 Amendment: Add a second sentence as follows: §4-13 AMENDMENT These bylaws may be amended in accordance with the procedures set forth in Article Two, Section 6 of the Charter. Whenever the Town Council votes to amend these bylaws, the Town Clerk is authorized to renumber, re-letter, and/or to take any other action necessary to reformat the amendment and/or any existing section(s) or provision(s) within an existing chapter of the Code of the Town of Franklin to fit within the established format of the Code. This action will take place during the Town Council's public meeting on August 17, 2022, beginning at 7:00 PM and will provide an opportunity for public input.
