Planning Board also Discusses Bylaw Revision, Project Progress

In addition to discussing a potential daycare at 515 West Central Street, the Planning Board meeting on Dec. 19, also included updates on a number of other matters.

> A Form H for 340 East Central St (the plaza with Starbucks). The Planning Board approved a Special Permit and Site Plan for 340 East Central Street on October 5, 2020. The Applicant has submitted a Partial Form H for the Site Plan. The Planning Board approved a Partial Form H on October 4, 2021, for the front building only. This Partial Form before the board includes the back building. BETA [consultant to the town] has reviewed the as-built plans and has submitted a comment letter. DPCD recommends a Partial Form H until all outstanding items listed in BETA’s memo is complete. Discussions centered on continued progress and a handful of outstanding items.

>  The bus facility and office structure nearing completion by Camford Property Group on 100 Panther Way was also the subject of a progress review with Form H in mind. There had been much work on curbing, placement of light posts, completion of curbing (mostly concrete due to excessive lead times on granite), etc. More updates are expected in January.

> The Board also revisited draft revisions to the Subdivision Rules and Regulations, §300-13, based on recommendations from Mark Cerel, Town Attorney. The regulation deals with a wide range of issues such as types of concrete and acceptance tests for concrete, reinforcements required for driveway aprons, connections between driveways and sidewalks, meeting ADA requirements, tree planting requirements and possibility flexibility offered to developers, the use of asphalt versus concrete, and more. All of this verbiage packed into less than a page of text (including proposed revisions) provoked lively discussion but some general consensus regarding the language the board would favor. The Board requested that the substances of the discussion be captured and embodied in a further revision for discussion and possible approval in January.
