Chapter 40A, Section 5, notice is hereby given that the Franklin Town Council will hold Public Hearings to consider the following four Zoning Bylaw Amendments of the Code of the Town of Franklin. 24-906: Changes to §185-3. Definitions, Mixed Use Development Definition - This zoning map amendment would amend the Town's existing definition of Mixed Use Development (Chapter 185, Section 3 of Franklin Town Code) by adding the following text: Mixed Use Development - A development on a single parcel containing either more than one non-residential uses, or a combination of nonresidential and residential uses. Uses allowed within a Mixed Use Development for specific Zoning Districts are detailed in use Regulations Schedule Parts I through VII (see Attachments 2 through 8). 24-907R: Changes to §185-21 Parking, Loading and Driveway Requirements - This zoning map amendment would amend the Town's existing parking, loading and driveway requirements (Chapter 185, Section 21B of Franklin Town Code) for the Downtown Commercial Zoning District by reducing the number of required parking spaces per residential unit in a mixed use development from 1.5 to 1, while also making non-residential uses in the Downtown Commercial Zoning District exempt from the parking space requirements of §185-21B. 24-908: A Zoning Bylaw to Amend the Franklin Town Code at Chapter 185, Attachment 7, Part VI, Use Regulation Schedule: Residential Uses - This zoning bylaw amendment would amend Chapter 185 of the Code of the Town of Franklin by additions to §185, Attachment 7, Part VI Use Regulation Schedule: Residential Uses, Multipfamily or Apartment. 24-913: Zoning Map Changes from Business to Commercial I, an Area on Union Street Near Franklin Crossing - This zoning bylaw amendment would amend the Town's existing Zoning Map (Chapter 185, Section 5, of Franklin Town Code) by changing parcel 287-074-000 at 305 Union St. from the Business zoning district to the Commercial I zoning district. The public hearings, together with second readings of and final votes on adoption of these zoning bylaw amendments, will take place during the Town Council's public meeting on August 14, 2024, beginning at 7:00 PM and will provide an open forum for discussion. 5 Oak Tree Lane Legal Notice Town of Franklin Conservation Commission Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Remote Public Hearing on Thursday, August 8, 2024 at 7:04 PM on a Notice of Intent filed by Karon Skinner Catrone on behalf of Jaclyn Leslie. Proposed work includes the installation of an underground pool along with the removal of a tree. Approximately 612 square feet (sf) of proposed work is within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW). The Project is located at 5 Oak Tree Lane, Map 226 Lot 7, in the Rural Residential II Zone. The hearing will provide an open forum for the discussion. This meeting will be done remotely via the “ZOOM” platform while the Municipal Building undergoes renovations. Residents can visit the Town Website (www.franklinma.gov) and click on the Town Calendar for up to date information on how to access the meeting. All records and files for this project can be viewed at the Conservation Office located on the first floor of the Franklin Municipal Building.
