Norfolk County Sheriff Patrick W. McDermott is proud to announce the promotions of five new leaders to the Norfolk County Correctional Center Jail Operations Command staff and the senior leadership of its Offender Reentry and Rehabilitation initiatives, and 14 new Captains, Lieutenants, and Sergeants.

The promotions of these trusted leaders were celebrated Wednesday evening in Dedham during a ceremony attended by dozens of their proud families, friends, and colleagues.

“This isn’t just a change in rank for these leaders,” said Sheriff McDermott. “This is a commitment to mentor, challenge, and build the next generation of corrections professionals in Norfolk County.”

Newly-promoted Assistant Superintendent Frank Reynolds started his career with the Norfolk County Sheriff’s Office in 2004. Reynolds, a former NCSO captain, is the proud commander of the last 4 NCSO recruit academies and was a SWAT team leader for the Metropolitan Law Enforcement Council (Metro-LEC).

Newly-promoted Assistant Superintendent Steve Shangold started his career with the sheriff’s office in 1993. Shangold, a former captain, has been named state correction officer of the year twice for lifesaving actions and has worked extensively with Metro-LEC during missing persons and ballistics searches with his K9, Pal.

Newly-promoted Assistant Superintendent John Cosgrave started his career with the NCSO in 1997. Cosgrave, a former captain, was a NCSO Special Response Team member for more than two decades and its commander for several years. Cosgrave is also an FBI LEEDA Trilogy Award Recipient, along with A.S. Reynolds and A.S. Shangold.

“We have reaffirmed our commitment to the mission of public safety with important changes in our Jail Operations Command and the senior leadership of our Offender Reentry and Rehabilitation initiatives,” said Sheriff McDermott.

“These promotions involve well-respected leaders, each with decades of service and hands-on leadership at the sheriff’s office and beyond.”

Newly-promoted Assistant Deputy Superintendent Thomas Frane started at the sheriff’s office in 1994. Frane has worked to redevelop and deploy the NCSO’s electronic monitoring program – RESTART – with an emphasis on reentry through accountability and education.

Newly-promoted Assistant Deputy Superintendent Matthew Sisk started with the sheriff’s office in 2019. Sisk has served since then as the Executive Director of Reentry, Victims Services, and the Norfolk County Sheriff’s HOPE Center in Braintree.

The promotional ceremony also recognized the new roles of 14 new NCSO uniformed leaders, including four Captains, three Lieutenants, and seven Sergeants.

“Their leadership, ability to motivate, and their dedication serve as a guidepost for other officers who seek to improve how everyone in our agency can operate and succeed in this demanding profession,” said Sheriff McDermott.

Wednesday’s ceremony featured the singing of the National Anthem and God Bless America by American Idol Finalist Ayla Brown.
