IFB/DPW WELL CLEANING AND RECONDITIONING LEGAL NOTICE Invitation for Bids (IFB) TOWN OF FRANKLIN In accordance with MGL c. 30, 39M, it is the intention of the Town of Franklin to seek bids to provide well cleaning and reconditioning services to the Town of Franklin. Project: It is the intention of the Town to schedule cleaning and/or redeveloping of an existing well on an annual basis. The budget for the annual work is $175,000. The Contractor will also be responsible for work on wells resulting from an “emergency condition” including a failure of a pump. IFB/DPW2025-06-12 INSTALLATION OF TAPPING SLEEVE AND VALVE LEGAL NOTICE Invitation for Bids (IFB) TOWN OF FRANKLIN In accordance with MGL c. 30 section 39m, it is the intention of the Town of Franklin to retain the on-call services of a contractor to furnish and install either a tapping sleeve and valve and/or an insertion valve on an existing water main within the Town of Franklin. Project: The Town will notify the contractor of the required installation and work with the contractor to determine an acceptable time frame for the installation. Price to install is inclusive of mobilization, crew labor, service truck, EM cutting machine, and all hand and power tools to complete the work. Work is assumed to happen Monday thru Friday during normal business hours. The Town of Franklin will provide a safe, reasonably dry, OSHA Compliant excavation for the contractor to work in. The size of the required excavation will be confirmed with the tapping contractor prior to the work. The Town will provide extension ladders, lighting, and dewatering pumps as required. The Town will supply concrete encasement if requested, gate box and top for valve, proper backfill of trench and temporary and final paving. In addition, the Town will obtain all permits and secure and pay for Police details, as required. 260 Daniels Street Legal Notice Town of Franklin Conservation Commission Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, May 29, 2025 at 7:06 PM on a Notice of Intent filed by Dale MacKinnon of Guerriere & Halnon, Inc., Franklin, MA on behalf of Dianne Raymondi, Franklin, MA, for the proposed regrading of the backyard to a vegetated slope, along with plantings and associated erosion control. Approximately 1170 square feet (sf) of proposed work is within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW), of which approximately 652 sf is within the 25- to 50-foot Buffer Zone to BVW, and approximately 518 is within the 50- to 100-foot Buffer Zone to BVW. This proposed work is in addition to previously unpermitted activities within the 100-foot Buffer Zone to BVW totaling approximately 5,460 sf, of which approximately 344 sf was within the 25- to 50-foot Buffer Zone to BVW and 5116 sf was within the 50- to 100-foot Buffer Zone to BVW. DEFINITIONS SHARED-USE COMMERCIAL KITCHEN DEFINITION A ZONING BY-LAW TO AMEND CHAPTER 185 SECTION 3 OF THE CODE OF THE TOWN OF FRANKLIN BE IT ENACTED BY THE FRANKLIN TOWN COUNCIL THAT: Chapter 185 of the Code of the Town of Franklin is hereby amended at section §185-3 Definitions by adding the following text: SHARED-USE COMMERCIAL KITCHEN - A commercially-licensed space primarily for preparing, cooking, and producing food for off premises consumption, for use by chefs, bakers, caterers, food trucks, and other culinary professionals. In addition to providing shared kitchen space, commissary kitchens may provide additional services, like culinary education and incubator programs, demonstration space, and business development support.
