In the midst of a rising tide of DUI incidents in the state, State Senator Julian Cyr (above) is one of those pushing to toss out the state's 40-year-old prohibition on discount alcohol promotions. Testifying in a Senate hearing from a Provincetown brewery,  Cyr said Massachusetts isn't fun and needs happy hours.
