LEGAL NOTICE Request for Qualifications for Construction Manager at Risk Services The Town of Medway, the awarding authority, through their Municipal Complex Building Committee, Colliers Project Leaders (the Owner's Project Manager), and the architectural firm of Dore + Whittier is soliciting qualifications from firms interested in providing Public Construction Manager (“CM”) at Risk Services for the Medway Municipal Complex Project. This CM at Risk services procurement is conducted pursuant to M.G.L. Chapter 149A, contained in Chapter 193 of the Acts of 2004. This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process as set forth in MGL Chapter 149A. The Medway Municipal Complex Building Committee is prequalifying firms interested in providing public CM at Risk services for the project through this RFQ process. The submitted Statement of Qualifications (“SOQ's”) will be evaluated based upon the identified evaluation criteria and the Prequalification Committee will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals (“RFP”) which will be issued in the second phase of the procurement process. The Medway Municipal Complex Building Committee expects the review of the SOQ's to be complete and the issuance of the RFP to occur mid-January 2026. Firms interested in being prequalified must demonstrate that they have prior experience as a CM. In addition, firms must have constructed public buildings under M.G.L. ch.149A of similar cost, complexity, type and size, including close adjacency to commercial and residential abutters. The Town desires to design and construct a new Public Safety (Police and Fire) and Town Hall Complex located at 120 Main St., Medway (8+ acres), site of the former Medway Block. It is expected that the Project will be built upon and around a concept plan that will provide for appropriate space for a police department, fire department, police/fire dispatch department, and a town hall. The solution will consist of construction of an approximate 79,000 GSF building complex. The sitework consists of all new stormwater drainage, new utilities, new parking lots, new vehicular paths, new landscaping, etc. The estimated construction duration is 24-months. The estimated construction cost of the project is seventy-three million dollars ($73,000,000.00). The Construction Manager at Risk shall be responsible for complete construction management services for all phases of the project for a guaranteed maximum price. At each phase, the Medway Municipal Complex Building Committee, at its sole discretion, will determine whether it will proceed to the next phase or terminate the Construction Manager's services on the project. Certain trade construction work will be procured using procedures similar to the M.G.L. Chapter 149 Filed Sub-bid laws after a prequalification process. This procedure is specified in Chapter 193 of the Acts of 2004 in the Massachusetts General Laws Chapter 149A.
