Under state law, a developer seeking to build affordable housing units as defined by the state, can force a town to accept its proposal IF the town has less than 10 percent affordable housing stock.  To try to head off threatened 40B developments, the Town of Franklin devised a "friendly" 40B process that, in theory, lets the town have more say over the process and stay 'in the driver's seat.'  For a year or more a developer of the property at 444 East Central Street has been moving forward with a proposal for 264 apartments.  Many residents have objected while some of supported the proposal.  Our anonymous survey seeks your views on this  matter.
