78 POPULATIC STREET LEGAL NOTICE Town of Franklin Conservation Commission Pursuant to Massachusetts General Laws Ch. 131, s.40 (Wetlands Protection Act), the Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, August 27th, 2026 at 7:05 PM for a Notice of Intent filed by Tilton and Associates Inc. on behalf of Bright Ideas by JRP LLC for their property at 78 Populatic Street, Franklin. The applicant is proposing to connect an existing single family dwelling to municipal water and sewer systems, relocate a portion of an existing pervious driveway, remove and/or abandon an existing septic system, and remove three (3) trees greater than 4 inches in diameter. Most of the proposed driveway and utility work falls within the 0- to 25-foot and 25- to 50-foot Buffer Zones of Populatic Pond and its associated Bordering Vegetated Wetland (BVW.) Stockpiling will take place in the 50- to 100-foot Buffer Zone. The Project is located at 78 Populatic Street, Map 216, Lot 009 within the Rural Residential I Zoning District.
