Town Council To Vote on Sale of Sewer Capacity, Hear from EPA

The Franklin Town Council will be meeting Wednesday night at 6pm in the Council Chambers at the Municipal Building.

On the agenda are a number of items related to liquor license changes and approvals, appointments to boards, swearing in of a new firefighter and election workers, and reports from various committees and subcommittees.

Later in the meeting, representatives of the US Environmental Protection Agency (EPA) will deliver a presentation about plans for the BJAT site (pictured above), an approximately 18.3-acre property located at 300 Fisher Street in Franklin (down a disused portion of the road), that was listed on EPA's National Priorities List (NPL) back in September 2015. For decades, the property was used for industrial operations including the manufacture of rubber and plastic products and there is extensive site contamination.

Progress since then has been slow but the EPA presentation will discuss options, timelines, and potential hearings at which the public can have a voice.

Also, later in the meeting amongst several items of “legislation for action” will be a a vote on selling some of the town’s current sewage treatment capacity to other town(s) in the Charles River Pollution Control District. This facility, in Medway, treats sewage from several towns, with Franklin being the largest capacity owner. For years, other towns have been seeking to gain capacity from Franklin and apparently, they will now get that chance.
