More on Franklin's Ambulance #3

Last week we reported on Franklin's "third ambulance" -- but were not aware of the constrainits regarding its employment. Fire Chief Chuck Allen explained that this ambulance was a scheduled replacement for an older unit, which has now been moved to reserve status. While the vehicle is fully equipped and in service, having an ambulance available for calls (in other words, an actual, always available, third amublance) is different from having it staffed and ready to respond. Staffing this unit depends entirely on personnel availability and operational requirements. The department recently restored staffing to pre budget cut levels by hiring two firefighter/paramedics, as approved by the previous council. This returned the department to its prior authorized staffing levels and ensures we can meet required shift minimums. However, tt does not create additional staffing capacity beyond that. The third ambulance is staffed only when personnel are available and shift minimums are met. In practice, this means an administrative captain may be reassigned from their regular duties during their scheduled work week to supplement emergency operations alongside a firefighter/paramedic. In short, while the ambulance is fully equipped and officially in service, it is not staffed 24/7, and consistent full-time staffing would require additional authorized positions.
